I would organize findings around what is getting in the way, why it matters, and what a sensible next step could be. That may include improvements to the current site, questions to take to your agency, or reasons to investigate a redesign more closely.
The scope is agreed before work begins. Depending on your needs, it can include a review of selected pages and visitor journeys, available analytics or search data, a findings summary, prioritized recommendations, and a conversation about next steps.
